The performance of the Human Resource function is notoriously difficult to measure, with the outputs spanning many different time frames, the inputs often delivered in partnership with other stakeholders and the actions often forming only part of a complex value chain.
Nonetheless, it is possible to develop a series of measures for the HR function including financial performance, user service and efficiency. Building upon these, it is also possible to assess improvements in the learning capability as measured at individual, group and organisational level.
